Passing the sixty seven point grid makes you eligible. It does not make you competitive. Those are two different questions and the second one is the one that decides whether you are ever invited.

The Federal Skilled Worker Program is a key component of Canada’s Express Entry system, designed for skilled professionals with significant work experience outside Canada. As one of the three economic immigration programs managed under Express Entry, the FSWP provides a streamlined pathway for skilled workers seeking permanent residency.

The Federal Skilled Worker Program in 2026: An Honest Assessment

We would rather set the expectation correctly than let you build a plan on an outdated one. The Federal Skilled Worker Program remains on the books and remains a valid route into the Express Entry pool. What has changed is how candidates actually receive invitations.

What the Draw Data Shows:

  • There have been no Federal Skilled Worker specific draws in 2024, 2025 or 2026 to date
  • General, all-program draws stopped after the January to April 2024 window
  • Invitations now come almost entirely through category-based draws or a provincial nomination
  • Category-based draws in 2026 require twelve months of qualifying experience within the past three years, increased from six
  • A provincial nomination carries 600 points and in practice guarantees an invitation in a subsequent round

What this means in practice. Entering the pool under this program is still worthwhile, but a realistic strategy usually pairs it with a category fit or a provincial nomination. A plan that assumes a Federal Skilled Worker draw will eventually come is a plan built on something that has not happened for three years.

The Sixty-Seven Point Eligibility Grid

This grid decides whether you are eligible to enter the pool at all. It is separate from the Comprehensive Ranking System, which decides your rank once you are in, and the two are frequently confused.

The Six Selection Factors:

  • Language ability, up to 28 points, with CLB 7 in all four abilities as the minimum threshold
  • Education, up to 25 points, with an Educational Credential Assessment required for foreign credentials
  • Work experience, up to 15 points
  • Age, up to 12 points
  • Arranged employment, up to 10 points
  • Adaptability, up to 10 points

Note the point that causes the most confusion on this site and every other. A job offer is still worth ten points on this eligibility grid. It is worth zero on the Comprehensive Ranking System, because IRCC removed arranged employment points on 25 March 2025. Both statements are true at once, and firms that deleted job offers entirely from their guidance are as wrong as those still claiming fifty or two hundred CRS points.

What Are the Core Requirements and Proof of Funds?

Beyond the grid, there are threshold requirements that must be met regardless of how well you score.

What You Must Have:

  • One year of continuous full-time skilled work experience, or 1,560 hours part-time equivalent, within the past ten years
  • That experience must be in TEER 0, 1, 2 or 3 under the NOC 2021 system, using five digit codes
  • CLB 7 in all four language abilities as a minimum
  • A secondary or post-secondary credential, with an Educational Credential Assessment for anything obtained outside Canada
  • Proof of settlement funds, unless you are authorized to work in Canada and hold a valid job offer

Any reference you find to NOC Skill Type 0 or Skill Levels A, B and C, or to four digit NOC codes, predates November 2022 and should not be relied on. If your experience sits near a TEER boundary, or your reference letters do not show hours and duties clearly, that is usually where an otherwise strong application fails.

Who Is Eligible for the Federal Skilled Worker Program?

To qualify for the FSWP, candidates must meet the following criteria:

Language Skills

(Maximum 28 points)

Points are awarded for proficiency in English and/or French, Canada’s official languages. Candidates can earn points for their first and second official language abilities, with a maximum of 24 points for the first language and 4 points for the second language.

Education

(Maximum 25 points)

Points are awarded based on the candidate’s level of education, with higher points for higher levels of education. An Educational Credential Assessment (ECA) is required for education obtained outside Canada.

Work Experience

(Maximum 15 points)

Points are awarded for paid skilled work experience (TEER 0/1/2/3) in the last 10 years. The number of points increases with the number of years of experience, with a maximum of 15 points for six or more years of experience.

Age

(Maximum 12 points)

Points are awarded based on the candidate’s age at the time of application, with the highest points awarded to candidates aged between 18 and 35. Points decrease gradually for candidates older than 35.

Adaptability

(Maximum 10 points)

Points are awarded for factors that indicate the candidate’s ability to adapt to life in Canada. These factors include a spouse’s language skills, previous work or study experience in Canada, a relative in Canada, or arranged employment.

Arranged Employment

(Maximum 10 points)

Points are awarded if the candidate has a valid job offer (in TEER 0/1/2/3) from a Canadian employer for a full-time, permanent position. The job offer must meet certain criteria and may require a Labour Market Impact Assessment (LMIA).

How Does FSWP Work Within Express Entry?

The FSWP is not a standalone application process, it operates within the Express Entry system. Here’s how:

  • Create an Express Entry Profile, Candidates must submit an Express Entry profile and meet the minimum 67-point threshold under the six selection factors.
  • Enter the Express Entry Pool, Once eligible, candidates are ranked based on their Comprehensive Ranking System (CRS) score.
  • Receive an Invitation to Apply (ITA), IRCC conducts Express Entry draws, selecting candidates with the highest CRS scores.
  • Submit a PR Application, Once invited, candidates have 60 days to submit a complete PR application.

The FSWP is highly competitive

Only candidates with strong CRS scores receive ITAs. If your CRS score is low, you may consider:

  • Improving IELTS/CELPIP scores
  • Obtaining a Provincial Nominee Program (PNP) nomination (+600 CRS points)
  • Securing a valid job offer in Canada

Frequently Asked Questions

Is the Federal Skilled Worker Program the same as Express Entry?

No, FSWP is one of three programs under Express Entry. To immigrate through FSWP, you must create an Express Entry profile and meet CRS requirements.

What is the minimum CRS score required for FSWP?

There is no fixed minimum CRS score, but recent Express Entry draws have ranged between 500+ CRS points for most of the rounds of invitations.

Can I qualify for Express Entry if I meet the FSWP eligibility requirements?

Meeting the FSWP eligibility (67-point grid) does not guarantee Express Entry selection, you must also have a competitive CRS score.

Do I need a job offer to apply for FSWP?
