Ontario reopened the expression of interest portal on 4 August 2026 for the Ontario Workforce Priority stream. It had been shut to new submissions since 26 June, when the province removed its previous eight streams and replaced them with a single stream running three pathways.

Registering costs nothing. What it does cost you is accuracy, because a profile you cannot evidence later is worse than no profile at all. And there is no advantage in being early: Ontario ranks the pool and invites from the top, it does not work through a queue.

What Are the Deadlines After an Invitation?

These run from the date Ontario issues the invitation to apply, not the date you notice it. They are calendar days, not business days.

The sequencing is the trap

You cannot submit until your employer has submitted, and your employer has the shorter deadline. If they take the full 14 days, you are left with three. If your employer has never used this stream, and most have not because it did not exist eight weeks ago, have that conversation now rather than after an invitation lands.

What Does an Employer Have to Meet?

Ontario applies the structure it has used in earlier versions of the program. The business must be established, must earn at a level that scales with where it operates, and must already employ Canadians or permanent residents at the location where the applicant will work.

Business age

Three years of active business before applying. Not three years since incorporation, three years of actual operation. A company registered in 2022 that only began trading last year does not qualify.

Gross annual revenue

This is a three tier structure, not the simple inside or outside Toronto split that still gets quoted.

Read the lowest tier carefully. It is not one good year. It is two consecutive completed fiscal years, which catches a business that had a strong recent year after a weak one.

Employees

Counted at the work location where the applicant will be employed, and they must be Canadian citizens or permanent residents. Full time means at least 30 hours a week.

Two things employers get wrong here

The count is at the specific work location, not across the company. A large employer with a small satellite office can still fail this.
Temporary foreign workers do not count toward the minimum. Only Canadian citizens and permanent residents do.

What Documents Will You Need?

Tick these off as you gather them. Nothing is saved, so the list resets if you leave the page. The official lists are the applicant checklist and the employer checklist on ontario.ca, and they govern if anything below differs.

Signed job offer.
Employer consent form.
Employment letter.
Job advertisements and evidence of recruitment, where required.
Labour Market Impact Assessment, where one applies.
Collective agreement, where one applies.
CVOR certificate, for commercial vehicle operators.
Financial evidence supporting the revenue threshold for the work location.
Evidence of the required number of full time citizen or permanent resident employees at that location.

Format rules that cause avoidable rejections

Maximum 10 MB per document.
Accepted: pdf, doc, docx, xls, xlsx, ppt, pptx, rtf, txt, jpeg, png, bmp, gif, tiff.
All pages of one document in a single file wherever possible.
Everything clear and legible.
Redact credit card numbers before uploading anything that shows them.

Are You Using a Representative? Read This Twice.

This is the rule that quietly kills otherwise good files

If you use an immigration representative, the file does not go through your account. It goes through the representative own OINP account. Ontario is explicit: a representative cannot create an Ontario.ca Login for you, and cannot submit through your login or your employer login. They must submit from their own.

Registrations created by self appointed representatives are invalid and will be withdrawn by the OINP. Not corrected. Withdrawn.
If you do not disclose that you received help from a representative, Ontario may return your application as incomplete. You lose the invitation and the ranking that earned it.

Only three categories of person may legally charge you for representation: a lawyer in good standing with the Law Society of Ontario, a lawyer in good standing with another Canadian provincial or territorial law society who is authorized to practise in Ontario, and a member of the College of Immigration and Citizenship Consultants. Nobody else may take payment for it, in any form.

A practical warning from our own files, and we are labelling it as experience rather than published policy, because Ontario does not publish its detection methods. Portals record who logged in and from where. When a run of supposedly self prepared applications is filed from the same device or the same connection, that pattern is visible. We have seen files unravel on exactly that.

The honest position is simpler than the risk analysis. If someone is helping you, declare them. If they will not be declared, ask why, because the answer is usually that they are not authorized to be.

What Actually Changed on 4 August?

Access changed. Nothing else did.

The eligibility criteria Ontario published on 20 July stand exactly as they were. The three pathways are the same. The scoring is the same. Nobody became eligible this morning because a portal opened. Full detail on the criteria and the scoring is in our Ontario Workforce Priority stream guide.

That distinction matters because the loudest advice this week will treat the reopening as a starting gun. It is not. Ontario ranks the pool and invites from the top, so being first into the pool does not move you up it.

Phase two of the redesign has been signalled but not published, which means the rules you register under today are not guaranteed to be the rules you are invited under. That is not a reason to wait. Frequently Asked Questions

Does registering earlier improve my chances?

No. Ontario ranks the pool and invites the highest ranked candidates. Time of registration is not a scoring factor.

What are the deadlines after an invitation to apply?

Does it cost anything to register an expression of interest?

Can I register without a job offer?

My employer is outside Toronto. Do the lower revenue thresholds apply?

Only if the work location itself is outside the listed regions. There are three tiers, not two, and the lowest tier requires the threshold to be met in each of the last two completed fiscal years.

Do our temporary foreign workers count toward the employee minimum?

No. Only Canadian citizens and permanent residents count, and only at the work location where the applicant will be employed.

What happens if my representative submits from my account?

Ontario treats registrations created by self appointed representatives as invalid and withdraws them. Undisclosed assistance can see an application returned as incomplete. The file must be submitted from the representative own OINP account.

I already paid someone who is not a lawyer or an RCIC. What now?

Stop, and have the file reviewed before anything is submitted. An undeclared or unauthorized representative is a bigger problem than a weak profile.
