Parents and grandparents sponsorship in 2026: what was announced

The notice is short and its effect is not. Three things follow from it.

No new sponsorship applications are being accepted under the program.
No new interest to sponsor forms are being received, and nobody is being invited to apply from the existing pool.
Applications already in the system continue to be processed, with a stated target of approving up to 15,000 people for permanent residence through the program during 2026.

The words that matter are “until further notice”. This is not a pause with a published restart date. It is an indefinite closure that will end when, and if, the department issues fresh instructions.

Who this does not affect

If you were invited and filed a complete application, your file is alive and moving. The pause is on intake, not on processing. Keep your address, marital status and income documentation current with IRCC and respond quickly to any request for further information, because a file that stalls on a missed request is the one thing you can still control.

How we got here

The last time anyone could submit a fresh interest to sponsor form was 2020. Every intake since has drawn invitations from that same 2020 pool rather than opening a new window, and the July announcement stops even that. A family that first thought about sponsoring in 2022, or 2024, or last month, has never had a chance to register an interest and now cannot.

That distinction matters for planning. Waiting for the program to reopen is not the same as waiting in a queue, because there is no queue to be in.

The super visa is now the practical route, and it just got easier to qualify for

The same announcement pointed families toward the super visa, and it has become materially easier to qualify for in the last eighteen months. Two changes are worth knowing about.

Health insurance, from 28 January 2025. Applicants may now buy private health insurance from a company outside Canada, provided the insurer is authorised by the Office of the Superintendent of Financial Institutions to provide accident and sickness insurance, appears on the OSFI registry, and issues the policy through its Canadian insurance business. Before this, only Canadian insurers were accepted.

Host income, from 31 March 2026. The minimum necessary income is still based on the low income cut off plus thirty percent, but there are now two ways to meet it that did not exist before. The host may use income from either of the two taxation years preceding the application rather than only the most recent year, which helps a family that had one bad year. And the income of the visiting parent or grandparent can now be counted toward the calculation, so a pension, investment income or retirement savings held by the parent is no longer invisible.

Between them, these two changes bring a lot of families inside the threshold who were outside it two years ago. If you were told you did not qualify before 2026, that advice may simply be out of date.

What the super visa gives you, and what it does not

A stay of up to five years at a time on a single entry, rather than the standard six months.
Multiple entries over a validity period of up to ten years, subject to passport validity.
A child or grandchild in Canada who is a citizen, permanent resident or registered Indian acting as host.
Private medical insurance valid for at least one year from the date of entry.
It does not lead to permanent residence, and it does not put you in line for the program.

Where super visa applications actually fail

Refusals in this category are rarely about incomplete paperwork. They are about the officer not being satisfied the applicant will leave at the end of the authorised stay. The pattern repeats.

Weak ties to the home country, particularly where both parents are retired and every child lives in Canada.
Income evidence that technically meets the threshold but rests on a single recent year, or on a household counted generously.
An insurance quote rather than a policy, or a policy bought for the wrong duration.
Travel history showing a previous overstay, or a prior refusal that the new application does not address anywhere.
An invitation letter that reads as a formality instead of setting out the purpose, the length of the visit and who is paying for what.

None of these is fatal on its own. All of them are fixable before filing, which is the whole argument for having the application assessed rather than submitted hopefully.

If a super visa has already been refused

There is no appeal to the Immigration Appeal Division from a refused temporary resident visa. The two real options are a fresh application that answers the officer’s stated concerns with new evidence, or an application for leave and judicial review at the Federal Court where the refusal is unreasonable or the process was unfair. Judicial review is legal work. Matters that require Federal Court intervention are escalated to our affiliated law office.

Should you wait for the program to reopen

Our view, stated plainly, is that waiting is not a plan. Intake is closed with no end date, the only invitations in six years came from a 2020 pool, and the department has committed to nothing beyond processing what it already holds. Families who want their parents present for the years that matter are better served by a well built super visa now, and by revisiting sponsorship if and when a real intake window opens.
