A study permit 2026 application is decided under a cap, an attestation letter requirement and a set of exemptions that changed at the start of the year.
The
study permit is now the most heavily managed application in Canadian immigration. There is a cap, there is an attestation letter that most applicants need before IRCC will even assess the file, the Student Direct Stream is gone, and a set of exemptions was added for 2026 that a large number of applicants qualify for without realising it. This is the current position for applications made in 2026.
The study permit 2026 attestation letter requirement
Most study permit applicants need a provincial or territorial attestation letter, usually shortened to PAL or TAL. It confirms that the applicant has been allocated one of the intake cap spaces for that province. Without it, or without a valid exemption, the application is returned rather than assessed.
The current instructions run from 1 January 2026 to 31 December 2026. In Quebec, the Certificat d’acceptation du Quebec functions as the attestation, and it can be reused across applications where the institution and level of study do not change.
The exemptions, including the new one for graduate students
You do not need an attestation letter if any of the following applies:
- You are applying for a degree granting master’s or doctoral program at a public designated learning institution. This is new for 2026 and it is the change most worth knowing about. It covers applied master’s degrees and, in Quebec, the maitrise de recherche, maitrise professionnelle, maitrise avec essai and doctorat.
- You are an exchange student under a formal institutional agreement without tuition fees.
- You are studying a secondary level vocational program in Quebec.
- You are extending a study permit at the same institution and the same level of study.
- You are a family member of an approved work or study permit holder in certain categories.
The graduate exemption has limits that catch people. It applies to public institutions, not private ones, and to programs that grant a degree, not a graduate diploma or certificate. A one year graduate certificate at a public college is not covered. A master’s at a private institution is not covered.
The Student Direct Stream is not coming back
The Student Direct Stream was discontinued in November 2024. Every study permit application is now assessed through the regular stream. The practical effect is that the guaranteed investment certificate and the prepaid tuition that used to buy faster processing no longer buy anything procedurally, although strong financial evidence remains central to the decision on the merits.
Applicants who prepared their file around the old checklist should not assume the same package is sufficient. It usually is not, because the regular stream requires the officer to be satisfied about purpose of study and departure at the end of the authorised stay, not just about funds.
What the officer is actually deciding
Three questions sit underneath every study permit refusal we read.
Is the study plan credible? Does the program make sense given what the applicant has already studied and done for work, and given what it costs. A candidate with a completed master’s enrolling in a two year diploma in an unrelated field will be asked to explain that, and the explanation has to be in the application rather than in the appeal.
Are the funds real and available? Not just present on a statement, but traceable. A balance that appeared three weeks before filing, with no explanation of where it came from, reads as arranged rather than available.
Will the applicant leave? This is the reason given in the majority of refusals. It is assessed on family ties, employment prospects at home, immigration history and the overall coherence of the plan.
Five mistakes that get study permits refused
- Applying without an attestation letter while assuming an exemption applies, particularly the graduate exemption at a private institution.
- A letter of explanation that describes the school rather than the applicant’s reasoning.
- Funds shown in an account belonging to a relative with no evidence of the relationship or of any commitment to support.
- Failing to disclose a previous refusal, including refusals for other countries where the form asks.
- Choosing a program because it is easy to get into rather than because it fits, which the officer can see as clearly as anyone else can.
If your study permit is refused
There is no appeal from a refused study permit. You can apply again, addressing the officer’s stated concerns with new evidence, or you can apply for leave and
judicial review at the Federal Court where the decision is unreasonable or the process was unfair. Reapplying with the same file and a longer letter is the single most common wasted application in this category.
